    How to Live Legally in Turkey in 2026: Four Routes

    Housing solves an everyday problem, while the legal basis determines on what terms a person can stay in Turkey. That is why, before renting or buying an apartment, it is worth comparing four routes: the tourist short-term residence permit, Digital Nomad, the work permit and the short-term residence permit based on residential property.

    Why should relocation start with a legal basis?

    In short: Renting or buying an apartment confirms your place of residence but does not replace a visa, a residence permit or a work permit. The right sequence now starts with the actual purpose of your stay, the applicant's documents, family composition and documented income. Only then do you choose the area and decide whether to rent or buy.

    One family wants to spend a few months in Turkey, another is relocating for work, a third continues to earn income from abroad. On the surface the requests look similar: everyone needs a home. Legally, these are different situations, and the document sets will differ.

    A common mistake is to choose an apartment first and only then find out whether it fits the required basis. As a result, people spend money on housing that does not help them assemble the necessary documents.     Which four routes are worth comparing in 2026?

    In short: The tourist residence permit is tied to a confirmed plan of stay. Digital Nomad is designed for remote work for a foreign company or client. The work permit relates to employment in Turkey. The property-based residence permit requires a residential property for your own use and compliance with a separate value threshold.

    The difference lies in the basis, the parties to the procedure and the set of documents:

    1. Tourist short-term residence permit. The applicant shows a genuine tourist purpose, a plan of stay, a place of residence and sufficient regular income.
    2. Digital Nomad. The applicant proves remote work for a company or client outside Turkey and first obtains a special certificate.
    3. Work permit. A Turkish employer takes part in the official procedure through the Ministry of Labour.
    4. Short-term residence permit based on property. The applicant owns a residential property, uses it as their own home and proves the required value.

    If the conditions are met, an application can be filed. The decision is made by the Turkish government authority responsible for the specific procedure.

    How does the tourist short-term residence permit work?

    In short: A tourist purpose is expressly provided for as a basis for a short-term residence permit, but the applicant must explain the plan of stay and confirm accommodation, income, insurance and the full general set of documents. A rental agreement, a hotel booking or your own apartment confirms the applicant's address, not an automatic right to a residence permit.

    Migration Management states that, on a tourist basis, the travel plan is assessed: where, when and for how long the applicant intends to stay in the country. The administration may request additional information and documents if the explanation provided is insufficient.

    The current e-İkamet 2026 form lists a travel plan, a place of residence and sufficient regular income for the tourist basis. For an individual application, the form specifies income of at least 1.5 times the current net minimum wage, and for a family application, at least the minimum wage per family member. Regular income must be documented for at least the last three months.

    Your place of residence can be confirmed with different documents:

    • your own home — a copy of the TAPU and a numarataj document;
    • a rental — a notarised copy of the agreement with the owner's details;
    • a hotel — confirmation of accommodation and payment for the requested period;
    • staying with another person — a notarised undertaking from the host and documents for the address.

    A short-term residence permit can be issued for up to two years, but that is an upper limit, not a promised term. The specific decision and term are determined by the administration based on the application file.

    How is an apartment under 200,000 USD used in a tourist application?

    In short: An apartment under 200,000 USD does not create a basis for a residence permit through ownership. If the applicant applies with a genuine tourist purpose, the TAPU and numarataj can confirm the place of residence. The tourist plan, income, insurance and other conditions are checked separately, and the decision is made by İl Göç İdaresi.

    The e-İkamet 2026 form separates the basis for stay from the document confirming the place of residence. The tourist purpose section sets no separate property value threshold, and in the general documents section your own home is confirmed by the TAPU and numarataj. This allows the apartment to be used as proof of address, but it does not make it an independent basis for a tourist residence permit and does not guarantee approval.

    The 200,000 USD threshold appears in a different section of the form, which applies to an applicant who owns property and applies specifically on the property basis. That is why an apartment below the threshold cannot be presented as a property that in itself creates a basis for a residence permit through ownership.

    For a tourist application, the procedure is as follows:

    1. The applicant chooses the tourist purpose if it matches their actual plan of stay.
    2. The TAPU and numarataj confirm their own address.
    3. The travel plan, income documents, insurance and the general set are submitted separately.
    4. İl Göç İdaresi assesses the purpose and may request additional documents.

    This option cannot be called a way around the threshold. If the actual purpose of stay is not tourism, formally changing the basis will not solve the problem.

    Who is the Digital Nomad route for?

    In short: The Digital Nomad route is worth considering for people aged 21 to 55 with a university degree, confirmed remote work for a foreign company or client, and income of at least 3,000 USD per month or 36,000 USD per year. The certificate lets you proceed to a visa application but does not replace a visa or a residence permit.

    The official GoTürkiye Digital Nomads platform includes Russia, Belarus and Ukraine in the list of eligible nationalities as of the date of checking. The passport must be valid for at least six months from the date of arrival. The applicant also uploads a diploma, a biometric photo and a contract confirming remote work for a company outside Turkey.

    The Digital Nomad route involves four steps:

    1. Upload documents to the GoTürkiye platform.
    2. Receive the Digital Nomad Identification Certificate after the check.
    3. Apply for a visa with the certificate at the competent Turkish consulate or visa centre.
    4. Before applying, clarify the procedure for further residence and whether separate migration steps are needed in your specific situation.

    Digital Nomad does not give the right to be employed by a Turkish company. The official materials we checked contain no indication that the certificate or visa replaces a work permit or a separate residence permit.

    How does the work permit differ from the other routes?

    In short: A work permit is tied to specific employment and usually also confirms the right of residence for its period of validity. A first permit may be issued for up to one year and is tied to the employer, position, workplace and address. Moving to another employer requires a new procedure.

    According to the official FAQ of the Ministry of Labour, a work permit gives a foreigner the right to work and reside in Turkey for its period of validity, subject to stated exceptions. When applying from abroad, the applicant first goes to the consulate and receives a 16-digit reference number, after which the Turkish employer completes the application via e-İzin.

    To apply from within Turkey, you usually need a valid residence permit issued for at least six months and valid on the date of application. There are exceptions, so holding just any residence permit cannot automatically be considered sufficient.

    The Ministry also assesses the employer. In the standard case, it takes into account the number of Turkish employees, the company's capital or turnover, the foreigner's salary and the nature of the position. Special criteria apply to certain sectors and categories.

    Registering your own company does not replace a work permit either. Owning a business, the right to reside in the country and the right to personally perform work remain separate matters.

    What does a residence permit based on property from 200,000 USD give?

    In short: The current e-İkamet 2026 form specifies, for the property basis, a residential property worth at least the equivalent of 200,000 USD in Turkish lira on the date of purchase. The owner must use the home as their residence. Even a qualifying property creates a basis for an application, not a promise of a positive decision.

    For this route, it is important to check the property's designated use in the TAPU, the ownership, the value and how the home is actually used. The e-İkamet form states that the property must be residential and used by the foreigner as their own home. When the property basis is claimed, the property must not at the same time be rented out or used to generate income in a similar way.

    Before paying a deposit, it is worth checking:

    1. The residential designation of the property and the TAPU details.
    2. The value that will be accepted for the chosen basis.
    3. The date of purchase and the document set for the specific case.
    4. The list of owners and proof of family relationships.
    5. Whether it is actually possible to register and live at the address.

    For properties bought before the current requirement was introduced, the applicability of the threshold and the document set must be clarified based on the transaction date and the specific case with İl Göç İdaresi or via YİMER 157. The open official materials we checked do not provide sufficient grounds to publish a single transition date as a universal rule.

    How to compare the four routes?

    In short: The routes differ in the actual purpose of stay and the set of supporting documents. The tourist residence permit is built around a travel plan, Digital Nomad around remote work for a foreign market, the work permit around employment in Turkey, and the property-based residence permit around a suitable residential property for your own use.

    No route is chosen on the apartment price alone. First, the purpose, citizenship, work, income, family and history of stay are checked.

    How to choose a route for yourself and your family?

    In short: For an initial choice, it is enough to describe in advance your citizenship, age, family composition, source of income, employer, purpose of stay, entry history and housing plan. This information makes it possible to rule out unsuitable options before spending on a rental, a purchase, translations, insurance and paperwork in Turkey.

    Prepare answers to ten questions:

    1. What is your citizenship?
    2. How old are you, and do you have a university degree?
    3. Where is your employer or client based?
    4. Can you officially document your income for recent months?
    5. Do you plan to work for a Turkish company?
    6. Who is moving with you?
    7. What is the real purpose and expected length of your stay?
    8. Have you had any refusals, overstays or entry restrictions?
    9. Are you considering renting or buying?
    10. What budget is set aside for housing and related costs?

    After that, you can choose which direction to check. If you work remotely for a foreign company, start with the Digital Nomad requirements. If you are taking a job in Turkey, the employer starts the procedure.

    A property buyer needs to compare the property-based residence permit with the tourist basis separately. For a trial period, a long-term rental may suit a family if it matches their plan of stay.
